By default, Author shouldn't have publishing rights in any case (as is my understanding about the ACL permission).
According to the Joomla Documentation, the Publishing Option toggle switch you're referring to hides the Publishing tab only in the back-end. (Confirmed this even with my Super user login). Refer to https://docs.joomla.org/Help4.x:Articles:_Options.
However, I also confirm the behaviour you identified; clicking the toggle switch for 'hide publishing tab" actually hides the Meta Data tab in the front end, but leaves the Publishing tab visible.
Not sure about the permissions/access drop down, I didn't investigate that further.
